PAUS 8461: Ethics and Public AdministrationAn examination of the ethical challenges posed to public administrators in the American context. The course includes a review of classical and contemporary literature on such topics as citizenship, virtue, obligation, divided loyalty, responsibility, the public interest, leadership, and public service. The first part of the course will cover the philosophical underpinnings of ethical reasoning as well as pragmatic techniques for ethical reflection at a personal and organizational level. The second part of the course will consider a series of issues related to the practice of ethical decision-making in public sector settings, including considerations of social justice and equity, lying, “whistle blowing,” and leadership versus representation in a democratic society.
