Scholarly International Activities and Professional Foreign Travel 1
at the Andrew Young School of Policy Studies

The faculty and research associates continued their international work in 2000 at an even more vigorous pace than in previous years. Working as advisors to countries, as representatives of international agencies and lecturers abroad, the Andrew Young School of Policy Studies was on the ground in twenty-six countries during the year.

Long Term Visitors

The Andrew Young School of Policy Studies hosted Visiting Scholar, Anne Gronski, from the University of Hohenheim, Stuttgart, Germany. Her research interests focused on analyzing the role of the Johannesburg Stock Exchange in fostering economic growth in South Africa.

The Andrew Young School of Policy Studies hosted Visiting Scholar, Avinash Samboo, from the University of Mauritius. His research interests focused on the social security system.

The Andrew Young School of Policy Studies hosted Visiting Scholar, Min Zhao, from the Minstry of Public Security, part of the State Council of the People's Republic of China. Her research interests focused on Science and Technology Policy.

Short Visits

Dean Roy Bahl, Center Directors and Department Chairs met with Dean Sibusisio Vil-Nkomo, Professor Chabani Manganyi (Advisor to the President - University of Pretoria), and Dr. Johan Hendrikz (Marketing Director from the University of Pretoria) to discuss collaborative research and teaching programs. Included was a demonstration of the Experimental Economics Lab. The South African visitors then traveled with Dean Bahl, Ambassador John Hicks and Ambassador Andrew Young to New York City to meet with the Carnegie Corporation, The Ford Foundation, and The Rockefeller Foundation, October 30, 2000.

Roy Bahl, John Hicks, Paula Stephan, Jim Alm, Bob Moore, Mary Beth Walker, Susan Laury, David Sjoquist, Sally Wallace, Jamie Boex** and Glen Ross met with Professor Andrew Downs, University Director, and Ms. Gale Hall, Assistant Registrar, of Sir Arthur Lewis Institute of Social and Economic Change, University of West Indies Mona Campus - Jamaica Campus. Included was a demonstration of the Experimental Economics Lab. The purpose of the meetings was to explore possibilities for research collaboration and student/faculty exchanges. November 20, 2000.

Roy Bahl, Jorge Martinez-Vazquez and James Alm met with Mr. Alfonzo Dhlakama, leader of the political opposition group, Renamo Party in Mozambique, who was visiting the Georgia State University Political Science Department. Professor Carrie Manning of the Political Science Department coordinated the visit. August 11, 2000.

Roy Bahl and Jorge Martinez-Vazquez met with Mr. Yunus Carrim, a South African Member of Parliament and Chairperson of the Portfolio Committee of Local and Provincial Government in the National Assembly. Roy Bahl, John Hicks, Fenwick Huss, John Thomas, Charlotte Steeh, James Ledbetter and Kathleen Banks met with Mr. Lucky Mathebula, Director-designate of the new South African Association for Public Administration and Management (SAAPAM). Included was a demonstration of the Experimental Economics Lab. February 15 and 16, 2000.

Ms. Robin Sanders, Director of Africa at the National Security Council, spoke to graduate students and faculty on the topic of the "Future of Africa," February 23, 2000.

Atef Ghobrial hosted two professors from the University of Rio de Janeiro, Brazil, to explore possibilities for joint research and educational activities with Georgia State University, September 2000. Professor Respecio Santos, Jr. was invited to give a presentation on the airport system in Brazil to students in the airport planning and management course.

signed a Memorandum of Understanding between the Andrew Young School of Policy Studies and the Governor of Anambra State, Nigeria, Dr. C. C. Mbadinuju, in which the Andrew Young School agreed to help in the design of curriculum of a new university in Anambra State, and to institute faculty and student exchanges, May 2000.

traveled to Hyderabad, India to advise the government on fiscal decentralization issues, January, 2000.

traveled to Johannesburg, South Africa, to advise the Department of Provincial and Local Government Finance on matters related to Intergovernmental fiscal transfers and taxation, January, 2000.

traveled to Indonesia to advise the government on fiscal decentralization and revenue sharing. February-March, 2000.

presented "Fiscal Federalism at the Turn of the Century: New Dimensions" as part of the core course on Urban and City Management sponsored by the World Bank, University of Buenos Aires and the Municipality of Buenos Aires in Buenos Aires, Argentina, May 11, 2000.

presented a lecture on "An International Economic Perspective on Two-Rate Tax and Property Tax" as part of the conference, The Mexican Experience With Split Rate Taxation And Its Implications, sponsored by Lincoln Institute of Land Policy, Tijuana, Mexico, June 18-21, 2000

presented two days of lectures on "Fiscal Federalism in Developing and Transition Countries" at the Asian Development Bank, Tokyo, Japan, July, 2000.

presented two days of lectures on "Decentralization Framework in Developing Countries" at a course sponsored by the Decentralization Thematic Group and World Bank Institute, Washington D.C., July, 2000.

traveled to Indonesia to advise USAID and the government on fiscal decentralization and special autonomy provisions. Also traveled within Indonesia and presented two lectures: "Fiscal Decentralization and Interregional Trade" at Udayana University in Bali, Indonesia, July, 2000 and "Fiscal Autonomy" at the Syiah Kuala University, Aceh, Indonesia, July 31, 2000.

traveled to Indonesia to advise on natural resource revenue sharing, and presented three lectures: "Decentralization and Revenue Sharing" at the University of Riau, Indonesia, October 3, 2000; "The Indonesian Economic Recovery in Changing Environment" at the celebration of the 50th Anniversary of the FEUI Conference, University of Indonesia, Jakarta, Indonesia, October 4, 2000; and "Revenue Sharing" at the University of Cendrawasih, West Papua Indonesia, October 9, 2000.

and Sally Wallace presented "Intergovernmental Fiscal Relations in Leningrad Region," Southern Economics Association, Washington D.C., November 11, 2000.

traveled to South Africa to advise the government on local authority finances. He also presented "Local Government Finance: A Comparative Perspective" at Witswatersrand University, Johannesburg, South Africa, August 2000.

served as a peer reviewer for The World Bank on projects in Pakistan, Indonesia and Tanzania.

Jameson Boex

traveled to Awka and Abuja in Nigeria, for two weeks with James Alm to advise the Anambra State Government on fiscal policy and fiscal management issues. The objective of the study is to assess the fiscal capacity of Anambra State to carry out major capital infrastructure projects in light of the Awka Capital Territory Master Plan, October 2000.

and James Alm met with senior officials of the Ministry of Local Government and Rural Development in Accra, Ghana. During one day of meetings, they discussed options for supporting the decentralization program in Ghana, and established a cooperative relationship with the Institute of Local Government Studies, October 2000.

traveled to Malawi for two weeks as a Team Leader for a UNCDF-funded study of intergovernmental transfers in the context of Malawi's fiscal decentralization program, December 2000.

refereed a multi-million dollar proposal for the Canada Foundation for Innovation and the Quebec Government.

presented "Combating Aviation Terrorism," in the fifth annual conference on disaster and emergency management sponsored by Ain Shams University, Cairo, Egypt, October 2000.

Carol D. Hansen

served as a visiting professor at The Essec Graduate School of Management, Cergy Pontoise, France from January to June, 2000. She taught and conducted research in the master of business administration program shared with Cornell University.

served as a referee for the Association Francophone de Gestion des Ressoures Humaines (the French Association of Human Resource Management).

co-directed a USIA grant (with Dean Karen Schultz, COE) to develop research and curriculum linkages in the Cote d'Ivoire. (final year).

John Hogan

Jorge Martinez-Vazquez

traveled to Beijing and Gausu, China as a member of a public expenditure review at the provincial level in China and wrote a series of reports for the World Bank on intergovernmental finance issues, December 2000.

traveled to Prague, Czech Republic, as a member of a public expenditure review mission for the World Bank, and co-authored a report on Intergovernmental Fiscal Reform in the Czech Republic, November 2000.

traveled to Jakarta, Indonesia to advise government officials on intergovernmental fiscal relations issues. Wrote a series of notes on several issues, including the design of an equalization transfer system, USAID/IRIS, University of Maryland, October 2000.

wrote a report evaluating the current reform efforts in intergovernmental fiscal relations in Ecuador, and commented on several draft laws, InterAmerican Development Bank, July-September 2000.

traveled to Mexico and wrote two reports on tax reform in Mexico. The first was an evaluation of the efficiency equity and revenue performance of the current tax system. The second report was an evaluation of Mexico's tax policies in the context of NAFTA, World Bank, March-June 2000.

traveled to Kiev, Ukraine, provided comments on the new draft Budget Code, and made several presentations on the budget process and intergovernmental reform to government officials, World Bank, June 2000.

served as commentator for a session on Russia for the conference, "Centralization - Decentralization: The Role of Intergovernmental Fiscal Relations in Shaping Effective States with Fragmented Societies," sponsored by The World Bank Institute and the Institute of Federalism, Switzerland, February 10-12, 2000.

Mary Beth Walker

received a grant from the U.S. Information Agency in Mexico to travel to the University of Guanajuato, to present a workshop on voluntary smog reduction programs, discuss the establishment of a doctoral program in economics, and work on research projects with Professor Fred Wallace of the University, Guanajuato, Mexico, July 14 - 30, 2000.

met with Frida A. Mwenegoba, Rebecca Zeigler Mano, and Babacar Ndiaye, who serve as cultural affairs assistants or educational advisors for the U.S. Embassy in a number of African countries, and discussed graduate programs in the AYSPS and how students from Africa might benefit from the various graduate programs at GSU.

Bill Waugh

visited the Three Gorges Dam project in central China in May and toured the portion of the Yangtze River that will be flooded as part of a flood mitigation and hydroelectric power project. Some of his observations will be presented at a conference designed to coordinate with the opening of a disaster research center at the University of Seoul in Fall 2000.

hosted a visit on February 21, 2000, by Mr. Devinder Nath, Under-Secretary, and Mr. V.P. Pasrigja, Assistant Director, of the Natural Disaster Management Division of the Ministry of Agriculture of India, to discuss strengthening India's disaster management capacity.

Verna J. Willis

served as outside evaluator for an Australian thesis in a Masters of Business Management degree program at the University of Ballarat. The subject of research was action learning in a community organization that mounts an annual Ballarat city festival.

served on the dissertation committee of Albert Barker, a former UK Proctor & Gamble executive earning his doctorate at the Revans Centre for Action Learning and Research, University of Salford, UK. The completed work explores the philosophical roots of Action Learning and details its practical development during the 20th Century by retired University of Manchester Professor, Reginald Revans.
