Outreach - State and Community Service
at the Andrew Young School of Policy Studies

Outreach is an essential part of the mission of the Andrew Young School. Faculty, research associates and graduate students were heavily involved in Georgia and in the Atlanta region, in all manner of ways. We developed and implemented training programs, carried out applied research projects, spoke at public and private meetings, worked directly with government officials in evaluation of policy options, and served on boards of non-profit agencies. We tried to help make better policy in our state, and believe we added value in many areas. The following listing shows the very great breadth of our state and community service.

Jay Bae

conducted research on the Pharmacy Benefit Management contracting experience for the Georgia State Government's Department of Community Health (DCH) with Paul Justice, J.D. General Council for the DCH.

presented "The Economic Outlook For the Region" at the Fulton Industrial Business Association, July 19, 2000.

presented "Looking South" at The Regional Leadership Foundation meeting, focusing on Diversity of Metro Atlanta's Southside: A Past, Present, and Future Perspective, September 11, 2000.

Arthur C. Brooks

has been involved in several ongoing arts policy projects in Atlanta, including work with the Fulton County Arts Council and the Arts Think Tank.

Linda Calloway

served on the Board of Directors for the Georgia School Aged-Care Association. GSACA is a state, member-based, non-profit organization serving at risk populations and underserved communities.

served on the Board of Directors for the Clayton Collaboration Authority. Funded by Family Connection, the Collaborative is working to improve the quality of life for children, youth and families in Clayton County.

James P. Cooney, Jr.

served as a Health Policy Center team member in developing options for the Department of Community Health as they formulated policy regarding Georgia's uninsured citizens, August 2000.

wrote a report on "Alternatives to Alleviate the Teacher Shortage in Georgia" for the Georgia Professional Standards Commission.

Bruce A. Seaman

presentated "Florida Franchise Fee Reform: Implications for Georgia," at the Annual Conference of the Association of County Commissioners of Georgia in Atlanta, Ga., October 10, 2000.

attended meetings of the Georgia Municipal Association and the Association of County Commissioners of Georgia regarding possible franchise fee reform efforts for Georgia, September 11 and October 31, 2000.

monitored tax incentive legislation during the 2000 session of the Georgia General Assembly.

serves on the board of the Georgia Economic Developers Association as chair of the Public Policy Research committee. GEDA is the 1000+ member association of economic development leaders across the state.

participates in the Georgia Quality Growth Partnership, which was formed out of the desire for numerous organizations to coordinate their efforts at promoting "quality growth" approaches in the state. Among the purposes of the GQGP is to collectively develop a quality growth tool kit to facilitate local government implementation of innovative growth management approaches, to share ideas and best practices, and to avoid duplicating efforts. The Partnership was initiated by the Georgia Department of Community Affairs (DCA) and the Atlanta Regional Commission (ARC) in March 2000, and has since grown to more than thirty organizations.

, Dave Sjoquist and Sally Wallace initiated development of a Georgia advisory commission on intergovernmental relations to include representatives from municipal and county governments as well as state agencies. This group will focus on intergovernmental fiscal and policy issues.

coordinated a meeting of AYSPS faculty with the executive director and director of sales and marketing of Georgia's Yamacraw project. Yamacraw is the state's high tech initiative for the development of high bandwidth computer operations and chip design.

participates as a member of the Technical Advisory Committee (TAC) for the Georgia Rural Development Council which is chaired by Lt. Governor Mark Taylor. The TAC consists of representatives from numerous state agencies, universities, and economic development organizations. The TAC prepared the "State of Rural Georgia" document, which was a benchmark report for the initial work of the Council. That report included an economic vitality index for all counties in Georgia. Current work includes a human capital index for all counties which will be used in policy development for the Council's 2002 agenda.

David M. Van Slyke

served on the Advisory Committee for The Georgia Court Appointed Special Advocates, Inc. (CASA).

participated in Civil Society Debates, sponsored in part by the Georgia Center for Nonprofits. Consulted with The Community Foundation for Greater Atlanta, the Southeastern Council of Foundations, and Hands On Atlanta, March 2000. Continued participation and consultation to these groups on raising the nonprofit sectors profile in the Metro Atlanta region.
