The Department of Public Administration and Urban Studies offers
a variety of degree programs at the baccalaureate, master's, and doctoral
levels. These include the Bachelor and Master of Science in Urban Policy
Studies (BSUPS and MSUPS), the Master of Public Administration (MPA),
the Master of Science and Ph. D. in Human Resource Development, and the
Ph. D. in Public Policy (offered jointly with the Georgia Institute of
Technology). Academic programs are listed in the Academic Assistance section.
PAUS faculty are very active in the Centers and Programs of the Andrew
Young School of Policy Studies. In addition to work found in those sections,
and to publications listed in "Papers, Books and Chapters: Published or
Forthcoming," various other projects are listed below. John
Thomas is the Chair of Public Administration and Urban
Studies.
Academic Developments in 2000 included:
- Joint Ph. D. in Public Policy.
- Delta Airlines Center: This new center recognizes the new BSUPS programming,
with a specialization in Aviation and Transportation, for Delta employees.
- Nonprofit Advisory Committee: This committee met a number of times
during 1999 and 2000 with the twin goals of obtaining community input
on the department's nonprofit curriculum (a specialization in both the
MPA and the MSUPS) and building community support to create a center
of excellence in nonprofit education and research at GSU.
Projects
Reporting and Using Performance Measures in State and Local Governments.
Julia Melkers and Katherine Willoughby. This study, funded by the
Alfred P. Sloan Foundation, supports research conducted in conjunction
with the Governmental Accounting Standards Board (GASB), regarding performance
measurement reporting and use by state and local governments through an
extensive selection of case studies and a mail survey, thereby extending
case inclusion, data gathering and analyses, and report writing. The final
goal of the GASB project is to create standards of performance measurement
and reporting to which state and local governments can ascribe that better
inform users of this information about government performance. By 2002,
GASB intends to determine whether it can require performance measurement
reporting in the external general purpose financial reports of state and
local governments. Research results from this survey will appear in a
forthcoming book chapter published in 2001 by The Brookings Institute.

Application of Local Economic Development Incentives in Georgia. Julia
Melkers, Bill Rushing and Jeanie Thomas.Using a series of site interviews
and a mail survey, this study funded by the Georgia Office of Planning
and Budget (OPB) addresses issues surrounding the use and application
of economic development incentives by local governments in Georgia.
