Outreach - State and Community Service
at the Andrew Young School of Policy Studies

Outreach is an essential part of the mission of the Andrew Young School. Faculty, research associates and graduate students were heavily involved in Georgia and in the Atlanta region, in all manner of ways. We developed and implemented training programs, carried out applied research projects, spoke at public and private meetings, worked directly with government officials in evaluation of policy options, and served on boards of non-profit agencies. We tried to help make better policy in our state, and believed we added value in many areas. The following listing shows the very great breadth of our state and community service.

served as hotline volunteer at the Dekalb Women's Resource Center to End Domestic Violence.

Arthur C. Brooks

presented the keynote address entitled "Academic Research and Nonprofit Management" to the Georgia Society of Association Executives' annual meeting (the trade association for nonprofit executives in Georgia), Macon, Ga., May 6, 1999.

has been involved in several ongoing arts policy projects in Atlanta, including work with the Fulton County Arts Council and the Arts Think Tank.

presented "Building Strong Families by Investing in Communities: Engaging University Partners," The Family Connection Fifth Annual Conference, Savannah, Ga., July 25, 1999.

presented "The GSU Georgia Tech. Community Outreach Partnership Center Project," hosted by The Atlanta Project, September, 1999.

served on the Executive Committee of the Board of Directors for the Georgia School Aged-Care Association. GSACA is a state, member-based, non-profit organization serving at risk populations and underserved communities. 105 mini grants, totaling $360,000 were awarded in 1999 to provide start up and expansion funding for after school programs.

served as a member of the Advisory Board and the Children Succeeding In School Task force for the Clayton Collaborative Authority. Funded by Family Connection, the Collaborative is working to improve the quality of life for children, youth and families in Clayton County.

served as a member of the Advisory Board for Families First Adoption Program, a voluntary, non-profit social service and mental health agency that is committed to hoping children and families of metropolitan Atlanta.

served as chair for the College Committee, Council on Volunteerism for Junior Achievement, a non-profit economic education organization, focusing on workforce readiness for youth.

James P. Cooney, Jr.

developed a model for measuring Georgia's population with disabling chronic conditions for the Georgia General Assembly's Long-Term Care Study Commission.

and Glenn M. Landers facilitated the topic and content development of the General Assembly's Long-Term Care Study Commission's "Final Report and Recommendations." They wrote and staffed consensus approval of the Report's final content and recommendations (January 1999 - July 1999).

and Glenn M. Landers worked with the Alzheimer's Disease Associations of both Dalton, Ga. and Albany, Ga. to develop community service programs related to advanced illness care issues.

Ronald G. Cummings

presented "Agriculture's Role in Water Management," to numerous farm associations, Georgia Legislators, and Lt. Governor Taylor. September-December, 1999.

presented "Water Policy in the Flint River Basin," to State Legislators Royal, Coleman, and Hanner; the Georgia Farm Bureau; various farm organizations; and Lt. Governor Mark Taylor.

presented "An End-of-season Report on Georgia's Voluntary Ozone Action Program: Summer 1998," to representatives of the Environmental Protection Agency, January, 1999.

presented monthly reports on air quality issues during the 1999 ozone season to the Georgia Department of Natural Resources Environmental Protection Division's Air Office.

submitted "An Economic Exploration of The Proposed ASM 2525/5015 Emissions Testing Program," to the Georgia Department of Natural Resources Environmental Protection Division, December, 1999.

submitted "Performance Measures for Georgia's 'Partnership for a Smog-free Georgia': The 1999 Ozone Season Draft Report," to the Georgia Department of Natural Resources Environmental Protection Division, November, 1999.

served as coordinator for the "The Environmental & Experimental Economics Forum."

served as member of the Georgia Environmental Technology Consortium.

serves as member of the Advisory Committee of the Georgia Greenhouse Gas Program.

served as member of the Operating Committee of the Environmental Protection Division's Partnership for a Smog Free Georgia (formerly Voluntary Ozone Action Partners), 1999.

served as member of the Advisory Team of Georgia negotiators for compacts on the ACT and ACF River Basins.

Kelly Edmiston

made a presentation on the economics of Y2K for the South Fulton County Republican Party, June 1999.

Jennifer Edwards

served on the Georgia Child Health Indicator Project Steering Committee.

presented "Status Report on PeachCare for Kids" to the Healthier Atlanta Forum, June 24, 1999.

Sam Marie Engle

presented programs on promoting parental involvement at two middle schools in Clayton County to audiences of parents, educators, administrators, board members, and students.

attended the Water Summit sponsored by the Atlanta Regional Commission in September 1999.

assisted the Georgia Academy in writing five issue overview pieces for a national resource website for educators and practitioners in social and community services. These addressed child abuse, paternal involvement with families, accessing community resources, promoting community networks, and increasing academic achievement of third graders.

consulted with the Business, Education and Technology Alliance (BETA) in Savannah on contractor management and other reform measures for public schools and addressed the community's leaders on the issue at a workshop sponsored by BETA.

consulted with citizen groups regarding MARTA expansion in the Northlake area.

wrote and appeared as a panel expert on Schools for Sale, a public forum on private management of public schools which aired on GPTV in May.

participated as speaker and questioner in a debate on privatization of public schools co-sponsored by the AYSPS Fiscal Research Program and Research Atlanta in March.

participated in a televised symposium on school safety and violence sponsored by several education groups and aired on GPTV.

attended the Nonprofit Summit sponsored by the Nonprofit Resource Center.

presented an overview of regional decision making workshop for the Senior Leadership Gwinnett Class of 1999.

discussed water and forum issues with members of the American Consulting Engineers Council of Georgia during their November luncheon meeting.

attended a 4 day conference sponsored by the Governmental Research Association, a national network of public policy research centers.

participated by invitation in focused interviews of community leaders on the U.S. Census sponsored by the Census Bureau.

taught a semester course on economics as a Junior Achievement volunteer for a seventh grade class at Henderson Middle School in DeKalb County.

participated in Citizens Summit on Regional Transportation sponsored by the Sierra Club. Assisted with detailing priority recommendations for new transportation authority.

consulted with Atlanta Public Schools the board members and staff about contractor management.

Paul G. Farnham

served on the review committee for the Prevention Effectiveness Post-Doctoral Fellowships at the Centers for Disease Control and Prevention in March, 1999.

served on the Board of Directors of the Atlanta Young Singers of Callanwolde, a children's choir based at the DeKalb County Callanwolde Fine Arts Center, for the past three years. This year he was asked to serve as Co-President of the Board.

E. Michael Foster

continued research on the welfare leavers project. This involved meeting with DHR officials regarding the project and including the filing of an interim report that will be circulated to the legislature after the first of the year. He presented "Results of the Evaluations of Welfare Reform in Georgia: The Leavers Study" at the DFCS Managers' Conference, Savannah, Ga., November, 1999.

participated in the writing of a report to Congress for the national evaluation of the Center for Mental Health Services' Comprehensive Community Mental Health Services for Children and Families Program.

provided ongoing assistance to the "Missing FACES" study, a national study of children who are eligible for Head Start but who do not enroll.

Atef Ghobrial

presented "Educational Opportunities and Professional Careers in Transportation" to the Woodstock High School, sponsored by the Georgia Motor Trucking Association, November 1999.

served on the Aviation Resources Group for the Atlanta Regional Commission (ARC), which met in July and December 1999.

served as GSU representative in the Southeastern Transportation Center (STC), one of 10 regional centers established by the U.S. Department of Transportation.

Carol D. Hansen

served as a research consultant to the Gwinett County School System.

Gary T. Henry

and David L. Sjoquist directed a team to evaluate Georgia's Economic Development Policies for the Governor's office. Team members included Jeanie Thomas, Roy Bahl, William Smith,* Kathleen Thomas,* Dagney Faulk,* and Lakshmi Pandey. Numerous presentations were made to the Governor and his staff.

Lloyd G. Nigro

presented A Status Report on Performance Appraisals and Pay-for- Performance in U.S. Governments to the Georgia State Assembly House Subcommittee on Government Operations on October 20, 1999, and on November 8, 1999.

Donald Ratajczak

served on the Advisory Council for the Georgia Department of Labor, on the Strategic Airport Committee, on the United Way Investment Committee, and the Paideia Foundation. He served as board member of Research Atlanta.

Ross Rubenstein

presented "Overview of Equity and Adequacy in School Finance" in Columbus, Ga., September, 1999, and presented "Alternatives for Improving Equity in Georgia" in Atlanta, Ga., October 1999 for the Funding Sub-committee of Governor Barnes's Education Reform Study Commission.

was appointed to the staff of Gov. Roy Barnes's Education Reform Study Commission. He co-authored the issue paper "The State-Local Partnership in Funding K-12 Education and the Provision of an Equitable Public School Finance Structure" for the Education Reform Study Commission.

Benjamin P. Scafidi

analyzed the performance of five tutoring programs for Annie West Elementary School in Atlanta, Ga.

made a presentation to Governor Barnes' Education Reform Study Commission in Kingsland, Ga., October 6, 1999.

was the author of the issue paper "Rewards for High Achievement and Interventions for Persistently Low Achievement" for Governor Barnes' Education Reform Study Commission.

and Sam Marie Engle organized "Debating School Privatization" in Atlanta, Ga., March 25, 1999.

Bruce A. Seaman

participated in a moot court educational training seminar on "Medical Malpractice" sponsored by the Atlanta Bar Association, May 20, 1999.

served as an advisor to the Atlanta Sports Council, the Peach Bowl Committee, and the Atlanta Super Bowl Committee regarding economic impact methodologies.

David L. Sjoquist

served on the board of "Kids Voting Georgia," an organization that promotes civic education among school age children.

Laura Taylor

discussed issues with Atlanta's air-quality as related to growth and the Atlanta economy with over 50 area high school students attending "You and the American Economy" program, hosted by the Rotary Club of Atlanta and the Georgia State University Ramsey Chair of Free Enterprise.

Jeanie Thomas

coordinated the development of the "Economic Development Results of the Georgia Statewide Poll" (March 1999) on behalf of the Georgia Economic Developers Association. This project was a joint effort of the Applied Research Center and the Fiscal Research Program and reported Georgians' attitudes on basic economic development issues.

was asked by the Department of Community Affairs to serve on committees reviewing survey content and methodology for two of their annual surveys, the local government finance data survey and the local government operations survey.

authored "State Economic Development Tax Incentives in the Southeast" as a part of the incentives study conducted by the Fiscal Research Program for the Office of the Governor.

was named chair of the Public Policy Research Committee for the Georgia Economic Developers Association which has a membership of over 1,000 economic development professionals statewide. Her one-year term began in October 1999.

was invited to serve on the Technical Advisory Council to the newly-formed Georgia Rural Development Council chaired by Lt. Governor Mark Taylor.

served as a technical advisor to the Atlanta-Fulton County Intergovernmental Committee of Georgia.

served on the steering committee of and attended the Atlanta Region Health Forum at the Carter Center.

assisted Central Action Progress in preparing proposals for reorganizing and refocusing the organization.

presented a review of the Atlanta regional economy and redevelopment efforts to the 10th Anniversary Celebration of Progressive Redevelopment, Inc.

addressed the Hands on Atlanta Smart Growth Task Force regarding sprawl and growth and provided background materials to the group as they formulated a work plan.

served as technical advisor during the Midtown Alliance quarterly planning retreat to assist public finance elements of Blueprint Midtown.

provided technical assistance to the Metro Atlanta Chamber of Commerce Environmental Issues Committee regarding air quality and other issues related to sprawl.

participated in the Turner Foundation forum on growth and sprawl.

participated in the LINK trip to Dallas for regional leaders sponsored by the Regional Leadership Foundation.

moderated the Transportation Research Symposium on Transit, Paratransit and Goods Movement sponsored by the Georgia Transportation Institute.

made a presentation and led workshops on regional decision making and issues facing the Atlanta region for the Regional Leadership Institute Class of 2000 in Savannah and helped facilitate activities.

consulted with Sandy Springs leaders about a series of issues in planning, zoning and public finance in unincorporated Fulton County.

attended the Senate Sprawl Task Force luncheon at Emory that featured U.S. Senator Max Cleland and Gov. Barnes.

and Arthur Brooks presented the findings from a cultural district feasibility study, which Research Atlanta conducted for the Fulton County Arts Council to the Council and worked with the Council to utilize the findings.

and Sam Marie Engle met with researchers from the Government Accounting Office to discuss growth and sprawl in Atlanta for the GAO's investigation into the role of the federal government in sprawl.

and Sam Marie Engle met with members of the National Association of Minority Architects, Atlanta chapter, to discuss African American participation in Atlanta development/redevelopment.

, Sam Marie Engle, and David L. Sjoquist met with George Brumby of the Whitefoord Project to discuss the Project's long term research needs and offer technical advice on monitoring the Project's effectiveness.

Verna J. Willis

conducted two workshops entitled "Leading Through Action Learning" at the Fulton County Schools "Leadership 99" conference, August 4 and 5, 1999.
