served as an advisor in intergovernmental fiscal relations to the Government of Pakistan and to the Asian Development Bank; field work was carried out in January and May 2005.

presented “Intergovernmental Fiscal Reform in China” at the Tsinghua University School of Public Policy, Beijing, China, February 2005.

provided advice as part of The World Bank Technical Assistance Program to the Government of China on fiscal policies in February 2005, and performed field work in Beijing and Harbin.

served as referee for Andrey Timofeev’s dissertation committee, Charles University of Prague, Center for Economic Research and Graduate Education, Academy of Sciences of the Czech Republic, March 2005.

, Mark Rider, Jorge Martinez-Vazquez, and Eunice Heredia* wrote the report “India: Fiscal Condition of the States, International Experience, and Options for Reform.” Rider, Martinez-Vazquez, and Bahl traveled to India to meet with Ministry of Finance and USAID officials to further develop and finalize the report, March 31, 2005.

served as an advisor to the Government of India and The World Bank on fiscal decentralization with field work in Delhi, West Bengal, Karnataka, and Rajasthan, May, June and October 2005.

advised the Nepalese government and The World Bank on matters of local government finance, Kingdom of Nepal, June 2005.

traveled to Dar es Salaam, Tanzania, as part of ongoing technical support to the Government of Tanzania in developing a comprehensive local government finance strategy and implementing a formula-based transfer system, January, March, May, September and December 2005.

traveled to Tbilisi, Republic of Georgia, and Yerevan, Armenia, as part of a UNDP-funded assessment of fiscal decentralization in selected transition economies, February 2005.

traveled to Bangladesh to deliver in-country training programs on fiscal decentralization reform, April 2005.

presented "Asymmetric Information and Contract Design for Payments for Environmental Services" at the International Workshop on Payments for Environmental Services - Methods and design in developing and developed countries, hosted by the Center for Development Research, University of Bonn and Center for International Forestry Research, Titisee, Germany, June 2005.

served on a three-member international team to evaluate the Government of Costa Rica’s Programa de Pagos de Servicios Ambientales, September 2005.

worked with Mexican scientists, nongovernmental organizations and fishermen in Baja California Sur in order to elaborate the rules by which a U.S.-Mexican marine turtle conservation offset program could function in the Pacific Ocean, October-November 2005.

worked with Tanzanian nongovernmental organizations, government employees and fishermen to evaluate their current marine conservation efforts and help them design future randomized policy experiments to better test the effectiveness of their interventions, November-December 2005.

conducted household surveys in Costa Rica as part of a study funded by the U.S. National Science Foundation, July 2005.

participated in the 7th Reunión del Grupo Tortuguero, a network of governmental and citizen organizations working on marine conservation initiatives in southern California, USA, and Baja California, Mexico, Loreto, Mexico, January 2005.
