Outreach is an essential part of the mission of the Andrew Young
School. Faculty, research associates and graduate students were heavily
involved in Georgia and in the Atlanta region, in all manner of ways.
We developed and implemented training programs, carried out applied research
projects, spoke at public and private meetings, worked directly with government
officials in evaluation of policy options, and served on boards of nonprofit
agencies. We tried to help make better policy in our state, and believe
we added value in many areas. The following listing shows the very great
breadth of our state and community service. See also the more detailed

Georgia Health Policy Center
received a grant from the Arthur M. Blank Family Foundation to bring five top-level policy makers, faculty and students to Atlanta for a public discussion of pertinent topics in its Child Policy Speaker Series. More than 160 researchers, policymakers, practitioners, advocates, students and faculty attended the series from Fall 2004 through Winter 2005.
facilitates and staffs the Rural Health Committee of the Georgia Rural Development Council, drawing from research and field experience to inform the Council’s legislative recommendations for strengthening the state’s rural health infrastructure and improving health at the community level.
hosted a site visit for members of the Chinese Ministry of Health to learn about improving rural health systems and coverage models for the uninsured, Atlanta, Ga., October 2005.
hosted a site visit for members of the Atidim - Israeli Cadets for Public Service to learn about the work of the Georgia Health Policy Center, Atlanta, Ga., October 2005.
hosted a site visit for members of the Chinese Ministry of
Health to learn about rural health systems and coverage models for the uninsured, Atlanta, Ga., October 2005.
offered one‑on‑one sessions about Healthcare Financing and Medicaid to Georgia's 62 new legislators as well as incumbents in Winter 2005.
at the request of the governor's office, GHPC coordinated and facilitated a two-day meeting on the "Transformation to Consumer-Driven Medicaid" at the Floyd Building. More than 260 Georgians, from a broad cross-section of the state and representative of all Medicaid stakeholders, brought many perspectives to the topic. The Center staff members are currently synthesizing the outputs from the meeting to provide feedback to all attendees, November 17-18, 2005.
participated in the Georgia Rural Health Association's Rural Health Day to celebrate community work that aims to improve health and to raise awareness of rural health issues, February 2005.
provided sustainability education and technical assistance to 12 rural health networks resulting in 12 plans that have the potential to create, over a span of four years, more than 50 new jobs in rural Georgia and save local hospitals and other providers more than $18.4 million, via free care clinics, prescription assistance, and care management for the chronically ill, Winter 2005.
presented, on behalf of the state Office of Rural Health Services, a grant writing seminar and best practice conference for rural health networks, small hospitals, and other community-based agencies focused on health. Local, state, and national best practices were illuminated and linked across four main topic areas: Leveraging Resources, Rural Health IT, Prescription Assistance, and Care Management, Cordele, Ga., December 2005.

prepared several Fiscal Notes for state lawmakers associated with the economic consequences of state and federal legislation. The most significant notes included an analysis of the effects to the state from the federal Energy Tax Incentive Act of 2005, the economic effects associated with state legislation HB 282 and the effects associated with HB 488.
Katherine Willoughby
served as Member of the Governor’s Procurement Transformation Governance Council in the State of Georgia. This Council, made up of the major state agency commissioners as well as several external business and government managers and researchers, examined purchasing and contracting processes in the State of Georgia to develop and advance these systems for greater efficiency, equity and effectiveness.
