Project Summary:

During the summer and fall of 2004, the International Studies Program at the Andrew Young School of Policy Studies provided technical assistance on tax and tariff revenue estimating to the Government of Vietnam. The technical support was financed by a grant from the US Agency for International Development under USAID'S Fiscal Reform Project.

ISP Faculty Associate Luc Noiset traveled to Vietnam during this period for hands-on work with the staff of the Committee on Economics and Budgetary Affairs of the National Assembly and with the Tax Policy Department of the Ministry of Finance. Dr. Noiset assisted Vietnamese government officials to identify and collect appropriate data, design modeling techniques and develop preliminary models to estimate the revenue impact of changes in fiscal policy and trade related reforms.

In addition, while in country Dr. Noiset made two major presentations, one on National Accounting and one on the U.S. Budget Process, to senior members of Vietnam's National Assembly.
