Project Summary:

As the successor project to the Russian Federation Fiscal Reform Project (1998-1999), the Andrew Young School of Policy Studies teamed up with Deloitte Touche Tohmatsu to continue its role as primary U.S. technical assistance provider to the Russian government in the area of fiscal decentralization and intergovernmental fiscal relations.

Funded by the U.S. Agency for International Development, the project established the Russian Fiscal Policy Center Consulting Group directed by Dr. Galina Kourliandskaia. The Andrew Young School provides technical support to the Center and works with the Center to provide technical assistance to the Russian Ministry of Finance, the State Duma and regional governments in support of Russia's efforts to increase the efficiency of equity of its system of intergovernmental fiscal relations.
