Xinqiong Gan is a professor in the School of Public Finance and Taxation at Zhongnan University of Economics and Law in Wuhan, Hubei China.

During her time at the ISP she will conduct research on the project entitled A Study on Solutions to the Fiscal Straits of Chinese Local Governments: A Comparative Study of Local Government Fiscal Systems in the United States and China.
