Nicolas Zuniga is a Professor in the Sinaloa State University Sinaloa, México. He holds a Bachelors Degree in Economics from the Sinaloa State University, México. He obtained his Masters Degree in Public Policy, from Occident University, Mexico. Subsequently, he obtained a PHD in Social Sciences from the Sinaloa State University, Mexico. He has published 10 academic papers and a book (Property Tax of Municipal of Sinaloa, Mexico).

In public service, Nicolas was also City Counselor of the VI Election District Council following the local elections of Sinaloa State, for the period from May-October, 2007. He tutored the Income Sub-secretary of the Sinaloa State Government in 1995 and was involved in income management of Guasave County (Sinaloa, México), for the period 1996-2001.

During his stay at the International Studies Program he will conduct research in Fiscal Decentralization and Tax Effort of Local Governments in Sinaloa, Mexico
