Dr. Martinez's main interests are the economics of the public sector and applied microeconomics. His expertise in fiscal decentralization, taxation and fiscal management has led to consulting assignments with federal agencies and state governments in the United States. He also has extensive international experience, having consulted with the World Bank, the U.S. Agency for International Development, the Asian Development Bank, the United Nations, the Inter-American Development Bank, the International Monetary Fund and governments in 30 countries, including Kazakhstan, Latvia, Poland, Mexico, Uganda and South Africa.

Martinez recently directed a federally funded, multi-million-dollar tax reform project in Russia and, with two partners, helped secure a $20 million U.S. government contract to advise central and eastern European and former Soviet Union countries on tax policy and other economic issues. Martinez has published several books and numerous articles in academic journals, such as Econometrica, Journal of Public Economics, Southern Economic Journal and the Review of Economics and Statistics.
