Baoyun Qiao received his doctorate in economics from Georgia State University in December 2001. Qiao's primary research interests are intergovernmental fiscal relations and fiscal decentralization, tax competition, corporate income tax, and foreign direct investment.
He is particularly interested in developing theoretical models to explore the outcomes of fiscal policy and test the models empirically in the context of China’s economy and other developing and transitional economies. He is also interested in quantitative analysis and computer simulation of economic policies. Qiao had worked on various positions in China's State Administration of Taxation.
