Dr. Timofeev is an economist with experience in public sector finance. Presently, he is a Research Associate with the International Studies Program at the Andrew Young School of Policy Studies of Georgia State University. In this capacity, he has contributed to numerous articles and reports on intergovernmental fiscal relations, tax policy and budget transparency.
Along with his current academic research, Andrey Timofeev has also been engaged as a consultant in several projects on promoting fiscal transparency and citizen oversight of public finances in CIS countries. From 1999 to 2000, he served as an advisor to Russian regions' governments under a USAID Fiscal Reform Project in the Russian Federation through Georgia State University. Dr. Timofeev received his PhD. in Economics from Charles University in the Czech Republic in March 2005. He holds a BS in Mathematics from Novosibirsk State University. He is a native Russian speaker and fluent in English.
