Georgia State University - Cairo University Partnership

Enhancing Capacity for Research in Economics

 

The goal of this partnership between Georgia State University's Andrew Young School of Policy Studies (AYSPS) and Cairo University's Department of Economics, Faculty of Economics and Political Sciences (DOE-FEPS) is to increase the capacity of the DOE-FEPS faculty in economics research and to strengthen outreach capacity in order to serve as a regional hub for teaching and research and as a provider of technical assistance in economics in Egypt and the Middle East region.

This partnership will enhance the quality of economics teaching and research to serve a variety of stakeholders, including think tanks, development agencies, the Egyptian government, civil society, the private sector, and government policy-makers. The main objectives of the partnership are to:

  • Strengthen the academic capacity of DOE-FEPS
  • Stengthen the outreach capacity of DOE-FEPS
  • Strengthen the applied research capacity of DOE-FEPS in order to engage in the support of better informed decisions and policy-making
  • Create an international network of experts in support of Egypt's public policy reform
  • Integrate appropriate information technology and distance learning techniques into the academic and outreach components of this project

STATA Licenses

Purchase and install STATA licenses at DOE-FEPS for a total of 30 users.

(1) Launch website with full functionality for access to and exchange of information and instructional resource materials; (2) ongoing design and development of website.

Component 1: Academic Capacity Development

 

Design Faculty Training Program:

Task: Design of appropriate faculty training program modules in Experimental Research Methods; and Advanced Econometrics, Research Methodology, and Applied Methods of Quantitative Analysis

 

(1) Draft of course materials, method of instruction, readings, and quizzes

(2) Develop computer laboratory modules with selection of appropriate statistical software packages

(2) Develop participants’ program evaluation questionnaire

 

Months 4 – 12

 

Component 1: Academic Capacity Development

 

Delivery of Faculty Training Program (in Egypt):

Module I:  Experimental Research Methods.

Module II:  Advanced Econometrics, Research Methodology, and Evaluative Methods for Social Policy Analysis.

(1) Delivery of two training modules for faculty at Cairo University; (2) Certificates awarded for completion; (3) Evaluate each training module on an on-going basis.

Months 6 – 8

Call for Papers on Egyptian Economic Policy Topics

(1) Call for papers for faculty to submit proposals both at Cairo University and GSU; (2) Three faculty from Cairo University will be selected to write papers and spend a month at GSU developing this research. Three faculty from GSU will be selected to write papers and spend one week in Cairo in the third year; (3) All papers will be presented in workshop in the third year; (4)  submission of papers to selected journals for publication.

Research Development on Egyptian Economic Policy Topics :

Task 1: Three Cairo University faculty members travel to GSU for one month to develop research papers.

Task 2: Papers may be presented during brown bag seminars and receive feedback on draft research papers.

 

(1) Visiting faculty develop research papers; (2) Draft papers presented in internal brown bag seminars; (3) Draft papers included in GSU and Cairo University’s Working Paper Series; (3) final papers to be presented in workshop in the third year (4) submission of papers to selected journals for publication.

Months 13 -24

 

Component 2: Development of Outreach Capacities

 

Visiting Faculty Scholar Program (Round 1):

Selected (2) faculty members from DOE-FEPS come to Atlanta for periods of three months to work on selected research topics, outreach activities, and Experimental Economics Center with AYSPS faculty.

(1) Visiting faculty develop working papers; (2) Visiting faculty take part in academic conferences, seminar series, and direct involvement in laboratory experiments with AYSPS faculty; (3) Evaluation of visiting scholar program (round 2).

Month 13 - 36

 

Component 1: Academic Capacity Development

Student Exchange Program:

Selected students join two-year master’s level program at GSU and are paired with Georgia State peer.

(1) Student will develop a research paper on topic of interest; (2) Student will join a course of study at Georgia State University; (3) Evaluation of Student Xchange program.

Public Policy Summer Training Program:

Selected faculty (Train-the-Trainer) join different public policy summer training program on the following topics: (1) Fiscal Decentralization and Local Governance; (2) Tax Policy, Revenue Forecasting & Fiscal Analysis; (3) Education Policy and Development; (4) Public Budgeting and Fiscal Management.

(1) Selected faculty are awarded certificates for completing training program on public policy as part of the visiting scholar program;

(2) Trainers are now trained to be able to deliver courses in selected economic and public policy topics;

(3) Evaluation of Summer Training Program.

Egypt Economic Policy Worshop:

·   Workshop is organized in Cairo to present revised versions of working paper series to other faculty, government staff, donor agencies, and other interested stakeholders.

·   Three selected GSU faculty travel to Cairo to present their papers.

 

(1) Conduct workshop at Cairo University; (2) Publish papers as  working papers and submit revised versions to internationally known journals; (3) Evaluation of Seminar and Training Program.
