Deon Locklin (left) is Director of the Public Performance and Management Group, and an adjunct faculty member in the Department of Public Administration and Urban Studies. She brings extensive experience delivering technical assistance, executive coaching, instruction, and applied research within the public sector. She has conducted over 500 seminars, presentations, and guest lectures for state administrators, governing boards, and state-appointed councils. Employed by Georgia State University since 1992, Locklin has created and managed numerous development programs for emerging leaders in the public and nonprofit sectors. She assists organizations with market-driven strategic management, the design and implementation of leadership succession programs, and organizational performance evaluation. In addition, she has conducted multiple field-based research projects in needs analysis, customer satisfaction assessment, and performance measurement. Locklin received her master’s degree from Auburn University and is currently ABD for a doctorate in Organizational Leadership.

Tom Wade (right), serves as Director of Program Development within the Public Performance and Management Group. He conducts policy analysis and other technical assistance activities for a broad range of state and local governments. Wade brings 26 years of experience in the public sector, including key positions during the administrations of governors Zell Miller and Roy Barnes. Prior to coming to PPM, Wade served as Executive Director of the Georgia Technology Authority and Chief Information Officer for the Governor’s Office. He previously worked as the Assistant and Deputy Commissioner of the Department of Human Resources (DHR), and was a policy director for Zell Miller.
