Choi, Leo
I am a joint Ph.D. student with the School of Public Policy, Georgia Institute of Technology.
I research how governments partner with external actors to create public value. Areas of interest include public-private partnerships, innovation systems, governance of emerging technologies, and social entrepreneurship. I approach these topics from the lens of public management, policy process, and organization theory.
My work has been supported by grants and scholarships from the Mercatus Center Frédéric Bastiat Fellowship, APPAM Entrepreneurship Policy Fellowship (Ewing Marion Kauffman Foundation), GSU AYSPS Andrew Young Fellowship, National Research Foundation of Korea, Yonsei Center for Social Innovation, and Yonsei University.
I have also served as a researcher or consultant for the Ministry of the Interior and Safety of South Korea, Science & Technology Policy Institute (STEPI) of South Korea, Korea Information Society Development Institute (KISDI), Korea Forest Service, P4G (Partnering for Green Growth and the Global Goals 2030), National Center for Mental Health of South Korea, and Georgia Department of Transportation.
Prior to embarking on my doctoral studies, I worked at a South Korean social tech start-up, leading its social impact management and international sales. I have a M.A. in Public Administration and a B.A. in Science, Technology, and Policy both from Yonsei University (South Korea).
