Andrey Timofeev is a research associate professor with the Public Finance Research Cluster and the Department of Economics at the Andrew Young School of Policy Studies at Georgia State University. His work focuses on international public-sector reform, with expertise in budgeting, fiscal decentralization, and tax policy.
At the Andrew Young School, Timofeev has contributed to technical assistance and capacity-building initiatives in over a dozen countries since his first joining in 1999 to support the USAID Fiscal Reform Project in the Russian Federation. He plays a key role in designing and delivering training programs for public officials and practitioners, including the school’s Public Policy Summer Training Courses and other specialized programs.
