- Biography
Kim Lal Devkota is an expert on fiscal federalism, public finance, planning and local governance in Nepal. He has longstanding experience working as a specialist with government authorities at the highest levels in Nepal. He served as the first Vice Chairman of Policy and Planning Commission of the provincial government (Bagmati Province ). As an expert, he has worked for the Office of Prime Minister and Council of Ministers, National Planning Commission, and the Local Bodies’ Fiscal Commission. During his 15-year long engagement with government bodies, he designed and implemented programs related to intergovernmental fiscal transfers, local finance, and performance-based grant systems. Devkota has written numerous academic papers, articles, and reports mainly focusing on federalism, public finance, intergovernmental transfers, public expenditure management, and local governance.
Some of his academic papers have been published at the Andrew Young School of Policy Studies at Georgia State University. He has been interviewed as an expert on federalism and current development issues in almost all television channels, newspapers, magazines and online media of Nepal. As a short-term consultant, he has worked with the World Bank, UNDP, UNCDF, DFID, SDC, USAID, GIZ, JICA, International IDEA and National Democratic Institute (NDI). As an expert, he has been participating in various committees of the Parliament of Nepal such as Finance Committee, Development Committee, State Affairs Committee, Social Committee, etc. He has been involved in drafting various laws related to federal, provincial and local levels issues. In fact, he has been playing an important role in institutionalizing Nepal’s federalism. Currently, he is an expert member of Intergovernmental Fiscal Relations Council.
