Ross Rubenstein is Professor and Dan E. Sweat Distinguished Chair in Educational and Community Policy in the Department of Public Management and Policy and a faculty fellow with the Georgia Policy Labs in the Andrew Young School of Policy Studies at Georgia State University. He was previously Professor of Public Administration and International Affairs in the Maxwell School at Syracuse University, where he served as Associate Dean and Chair of the Department of Public Administration and International Affairs from 2011-2015. Before moving to the Maxwell School, Professor Rubenstein was on the Andrew Young School faculty from 1997-2003. His research focuses on public finance and education policy, including funding equity and adequacy in education, public sector performance and efficiency measurement, budgeting and resource allocation in school districts, and college scholarship programs. Professor Rubenstein has received a number of awards for his research and teaching and his work has been funded by organizations including the U.S. Department of Education, the American Education Research Association, and the Russell Sage Foundation. He has conducted training programs in public finance and budgeting for government officials from numerous countries and served as a staff member on Georgia’s Education Reform Study Commission. In 2012, Professor Rubenstein was elected a fellow of the National Academy of Public Administration.
